I'M WORKING ON A COUPLE OF LAWSUITS OF THIS YEAR!
Dear Mr. Kieth Marks,
Today I got a call from my father that you are threatening to turn off my father's power to his house once again. This is the second time you have done this! My father is 78 years old and his Doctor said he is losing his short term memory due to his high blood sugar levels caused by emotional stress. I turned in a couple of neighbors to Mr. Sowards, for having unsafe houses. Richard Paul Eldridge has an early 1900's foundation that is not up to Napa building code; his address is 554 Monroe Street Napa. The other neighbor is Mr. Darrel Hanson; his address is 531 Monroe Street Napa. Their houses are unsafe as their foundation is not up to Napa building code!
Mr. Marks, why are you picking on my father's house when you the city of Napa building are to blame for giving the okay to pour the foundation without a 15 inch footing? And why is the power not being turned off at 554 Monroe and 531 Monroe for unsafe houses?
If you failed to do your job in a proper manner and fail to not red tag 554 Monroe and 531 Monroe for being unsafe, I will have to bring a lawsuit to the city of Napa for Discrimination, Elder Abuse punitive damages.

Kavarian said his staff would inspect the home. "I don't know what they did," he said, but if his inspector saw illegal improvements, he'd red tag the building.
The Napa building inspector came out to the job site at 563 Monroe Street on December 23, 2014 and gave the okay to poor the foundation and he signed the permit. The Napa City Building department staff is also to blame for the poor of the foundation, the inspector should have denied the foundation repair because there was no foundation footing and the anchor j bolts are spread to far apart!

I would appreciate if you can make a few corrections;
Perfecto’s brother Rudy Garcia and his father Rudolph Garcia are in danger of being ousted because of improvements that exceeded their city building permit. We need to change this. My father and brother was not aware of any building permits.
First of all I had found a contractor; Mr. Baggett. He was going to fix the house for $38,500.00. FEMA rejected that bid, therefore I contacted another contractor and their bid was $60,000.00. My father and brother are victims of a contractor named Mr. John Rippey. He was responsible for all city permits. FEMA gave my father $21,357.26 to fix his house. My brother hired a house lifter and paid him around $13,000.00 out of the $21,357.26.
Mr. John Rippey was paid $7,500.00 out of the $21,357.26. So there was only $857.36 left from the $21,357.36 FEMA gave my father. FEMA gave my father $3,026.00 for rental assistants in city of Napa. I could not find him a place to live so my father had to go live with me in Fairfield. My father gave me the money for rent and living expense. FEMA gave my father $2,300.96 and he gave that money to my brother for gasoline for the generator, food and clothing. FEMA gave my father $285.80 for property damage.
My father’s heater was crushed from the earthquake and his A/C unit was out dated. The heating and air conditioning was paid by the Napa Disaster Relief Fund. The Napa Disaster Relief Fund also paid Mr. John Rippey $10,483.00 to build eight foot walls around the foundation. He did not finish the walls and he did not get any permits from the City of Napa. Mr. Rippey has already been turned in to the California State Contractor's License Board for not complying with city permits.

I was a member on the Nextdoor web site Napa CA. On this site you can communicate with other neighbors in the City of Napa. On this web site I read a post by a neighbor named Richard Paul Eldridge who was asking for help. Richard’s aunt had a liver transplant and if anyone can make a donation at GoFundMe.com.
I decided to do the same thing. My father’s house was damaged in an earthquake in Napa. My father’s name is Rudolph Ovalle Garcia. I created a GoFundMe account to help my father repair his house in Napa. I had it on for a few hours and then they removed my post for no reason! One neighbor had asked why my post was removed and his post wasn’t.
His reply was that other neighbor’s made complaints and that is why it was removed! I made copies of all the post and reply’s from all the neighbors. One neighbor had asked what happened to the post of a neighbor on Monroe Street that was asking for help on his house. Another neighbor replied, his name is Richard Paul Eldridge and he said that it is just a family wanting other people to pay their way in life! I have all the facts. I feel I was discriminated because of my race being “Hispanic”!
